The word has the same connotation as "plan" in British English, though.

Is there anything that the state of California hasn't classified as toxic?

Yes, in the mouth usually. And here is Anna Q. Nilsson with an unfiltered to boot:

The problem with leaving the cigarette in the mouth while walking is that one's face keeps heading into the smoke. An elongated holder can help.

These minor annoyances prevent it from being elevated to pop art, for me. I am currently in China. I will check out the Panda brand cigs when I have a chance.

I couldn't find the photo but they did have the all capitalized sticker, which was really Pop Art-ish.

Beware of fake cigarettes.

I happen to like the lower case lettering in the pic. previous. I've also noticed that some tabac's sell stickers that are spin-off's of the labels found on French cig's. With stuff to effect that being healthy is being bored. Or something like that. Just got a few cartons of Gaulloises from duty-free shop from Canada. Lovely pics of lungs on the packs. Though the pics are so small that they don't really provoke at all.

it's pop because it's helvetica. imho all caps would seem obnoxious... and justified text is never justified!

Kent, keep an eye out for "Long Life" cigarettes. I think they are a HK brand.

Panda apparently is available in many different grades, with some as expensive as RMB 300 (USD 38). My friend and I split a pack of the Lesser Panda -- an unusual translation as the Chinese is literally 'small panda', with no connotation of inferiority -- for RMB 20 (USD 2.50). Well worth the money, I believe.

Long Life (Chang Shou) is a famous Taiwanese brand. It's pretty vile. There are some excellent (and strong) Japanese cigarettes on the market, like Fung (blue box).

okay, okay here's something i wanna share...

i found myself couple of years ago driving from pittsburgh to lebanon, pa then on to philadelphia. this was the first time for me to go to that area of the united states, and i have a meeting in lebanon at 11:00 in the morning. so i hopped into my rental 6 a.m. with a styrofoam cup of cheap coffee and a pack of marlboro mediums to keep me awake across the pa. turnpike.

anyway, the coffee cup became the ashtray eventually. and somewhere in the middle of my travel, i lighted a cig with my matches and placed it in the ashtray. luck would have it, the match didn't die, and when i turned, thestyrofaom cup was on fire! good thing there was a gas stop a minute away, and i killed the fire before it could've damaged the rental, or burned the living hell out of me for that matter!

lesson here is: stop using styrofoam!
