My father and I were looking at some sport jackets on sale today for him to wear, but, because he has very narrow shoulders, we couldn't find any that didn't look far to boxy and overpadded for his figure.

Is it possible to get the jacket altered so that there is less padding without affected the drape and making it look wrong?

My understanding is that shoulders are the one thing that really can't be "altered" in RTW. It may be better to try for something that fits in the shoulders and then let the rest out, if possible. If it's just overpadded, that's easy but if they're too big that's problematic.

I'll gladly be corrected by one of the tailors here if I'm mistaken.

I've successfully had padding removed from RTW jackets and the sleeves reattached.

This was done by my now-bespoke tailor though so your results may vary.

Unless you have a VERY good tailor, messing with the shoulders is asking for trouble.

You would be wiser to shop around for the correct silhouette for his shoulders and proportion.
