Any idea who makes these frames? Also, what's the policy on tortoiseshell items?

I think that tortoiseshell frames are available in Japan. They're not uncommon among the old money crowd (or want to look like old money crowd). I don't know of any specific sources, but I remember reading an article about a artisan in Shitamachi (old downtown Tokyo) who specializes in them. It was one of those nostalgia/consumption/lifestyle magazines like Tokyojin. Good luck in your search.

Ben Silver offers many nice tortoise shell frames on their website. One of them might be comporable, although the ear pieces look slimmer.

On the Andy forum, someone mentioned they had ordered a pair of bespoke tortoise-shell frames and subsequently broke them. I think they were around $5000.

The RJMan upon hearing this made a comment which I do not recall but the gist of it remained clear.

Those, I suspect, are not real tortoise-shell; they are likely plastic. Considering that real horn frames cost about $1000, tortoise-shell would be much more: http://www.cutlerandgross.co.uk/vk_buffalo_horn.htm
