Semi-bespoke suit trousers don't fit correctly -- what are my options?

I recently ordered my wedding suit from a very reputable local suit maker who does essentially made-to-measure suits. He calls it "semi-custom" -- he measures you, discusses what type of fit you want, places the order, does alterations, etc.

The suit arrived today and the jacket looks great but the pants are pretty far off from the fit I was hoping for. I'll be going in for one last meeting with the suit maker for any last alterations but I am concerned that the sizing is beyond what alterations can fix. During our measurement appointment, I handed him some trousers that fit me in the way I like and he said he would basically do something pretty close to those. Well the suit arrived today and the entire leg of the trousers -- from thigh to opening -- is about 1" too narrow (17" vs what should be ~18" leg opening for example). The seat is also much too tight though that appears to be an easier fix as there is plenty of fabric to let out there.

It's hard for me to imagine he could let out an inch through the entire leg so I'm wondering what the protocol is here. Am I right to ask for them to be remade? Is that something he will do or should I expect pushback?

Don't worry about protocol. From what you say, the pants can't be properly altered.
They should be re-cut at no extra charge. 30+ years ago I had the same problem with
an MTM Brooks Bros suit. In fact, the reason I went MTM was so the trousers would
fit properly- the stock trousers were hopeless. When the suit came back the trousers
were a disaster. BB declined to do a re-cut. Instead, I received a cash refund. That
was the BB of several owners ago where quality and service were legendary. I never
bought an article of tailored clothing from them since.
