I think, I can tell you what happened.
When the upper for a shoe design using elastic (Chelsea boots, Cambridge shoes or loafers with elastic on instep) is made, the closer will stitch a strip of thin, non-stretch tape (Polyester or so) over the elastic. Without that piece of tape which prevents the elastic from stretching during the lasting process, it would be impossible to last the shoe/boot properly. This is normally done on the inside; the tape is caught in the same seam that goes through upper leather, elastic, lining leather. Once the shoe/boot is finished, the elastic is snipped off. The reason it is done on the inside as there are always some frayed edges being visible. After all, the ends of the tape will stay in the shoe forever.
Yes, the tape is supposed to be cut off, as closely as possible. Why Saint Crispin has put the tape towards the outside, I fail to understand.
First time out. I had a very hard time getting my foot into these. The gusset had no stretch to it. Had to loosen the laces as much as possible. As I was applying pressure I heard a snap pop. I though I damaged the shoes but what happened is the black strap pictured above snapped off (on the other shoe) That allowed the gusset to stretch more. I'm just wondering, are these meant to be cut off? They are not attached very securely. Maybe someone has experience with this? Otherwise the fit is very comfortable.
