Thank you for the information!I have the charcoal soft parka you are looking at. It is fairly warm and I'd say is well-suited to the coldest winter weather where I am (~35-40F) but I wouldn't use it for anything colder than that. I bought the parka in a size 42, and it fits well for layering with knitware or a shirt but I'd size up if you're looking to wear it over a suit (I'm a size 42 Slim for Sport Coats). I can't comment on your question about snow as it doesn't snow where I am but I'd say generally that wool is naturally somewhat water-resistant.
One last thing to note is that while the hood is removable I think it looks better in general with the hood on.
Sorry - not trying to trollbait here, but with this being the same price as a Barbour Bedale at MSRP (and currently it's looking like you can get the Bedale on sale for around $300USD), what is the value proposition of the waxed touring jacket? I do understand that it has a removable zip out quilted layer and a belt which the Barbour Bedale doesn't have - but if you can get the "real deal" for $300, why would you buy the Spier and Mackay version at $398 MSRP?
