I have no idea how it works, but I suspect libraries pay a little more than just the price of the dvd to be able to rent it out.

They don't, but they also can't distribute to unlimited people simultaneously. Also, public libraries are subsidized etc.

Venues such as bars do pay a higher PPV fee though for events such as fights.
