Yes, it's too short and not wide enough in the hips. Also the pants' rise is too low. I'm not sure why you picked that one though, since it's not his shirt that's showing, but some strange cardigan setup.

Well if the cardigan wasn't there, the shirt would show instead. The cardigan just blocks the line of sight to the shirt. The fit isn't changed by this, so I am unsure why you made that criticism.

If the cardigan weren't there, and the shirt did show, then yes, that would not be strictly kosher. It's an extremely common look, however, so few people outside these circles would bat an eyelid at it.

Take the trouble to get some decent photographs taken with your arms at your side etc so that it is possible to see the fit. Anything with one arm in the air is quite unsuitable.
