Have you tried this? I've never been given the opportunity (as someone that does not accept returns as a policy) to do a partial refund, it's all or nothing if you go through the ebay system from my experience.
I actually just did this yesterday. I was on the phone with ebay to process a return, they walked me through it and my fvf were not affected.
The reason I phoned in as opposed to just doing it online was because of the fvf, but I was able to do it on my own with them just walking me through the process.
I don't offer returns, however the buyer still had the option to submit a return, and I could either accept or deny. This was for an item that did not fit, as opposed to a INAD.

I suggest you go through their CS where you request for a call from them, they should be able to walk you through it. Did it yesterday night ~8:30pm PT and actually got a CS rep based here in the US.

You can accept a return for any reason and get your FVF back, but you can't refund less than the full product amount.
