Hypothetically speaking, I would say Large. The Medium will be too narrow int he shoulders to sit on top of your jacket shoulders.

Warm, yes. Resistant to the elements, well... it's a soft wool outer, so it's not rainproof or anything. This is for dry cool days.

Since you brought it up, what was the turnaround time like? I feel like I've been waiting for well over a month, perhaps getting close to that 4 week timeline...
