Considering getting a Lockie shawl cardigan as a sort of house sweater (throw on over a tee in the cold mornings, in lieu of a hoodie). i have been using my Chamula Cowichan for this purpose and wanted to confirm the Lockie is not especially scratchy against the skin with a short sleeved tee. Experiences?

I don't have the NMWA make up, but the super geelong that it is made with I do have experience with from another Lockie sweater I have owned. It is very soft. Not at the level of cashmere, but a fine substitute in my opinion. Not scratchy to my skin.

Yeah. Really depends on the knit. I have one knit polo that is a little scratchy and a couple others that are less scratchy. Sometimes I wear nothing under, other times a v neck white tee (mine are mostly Nordstrom undershirts, a few are fruit of the loom)
The GRP merino polos need (demand?) no undershirt.

I wear mine over tees and polos and have no issues!
