I've been wanting to buy a navy double-breasted blazer for a while now, and I've found this one that I love in terms of color, fabric, and lapels. The issue is that the shoulder pad feels a bit larger than it should be. Should I go down a size? They didn't have a smaller size to try on, but I could order it and wait to try ir.

The problem is I don't know if it's the size or the cut. I have a fairly athletic shape with a back that's quite a bit wider than my waist if you need the info. I had a lot of space around my waist. Sorry because I only have this bad taken photo.

Hard to tell from the angle, but it doesn’t look like there is much taper to the jacket, which is giving you a bit of a barrel shape. Sleeves also look a tad long. I think your hunch is right that the cut isn't for you.
