The all-purpose uniform for women in their teens and twenties seems to be a sweatshirt, pajama bottoms, and Ugg-like footwear.
I like to walk to the Starbucks near my house in the afternoons but always try to make sure I'm out of there before about 2:30 PM because that's when all the high school kids show up.
We have 6 high schools within a two mile radius (2 public and 4 private) and 99% of the girls are dressed like you describe except for instead of Uggs, they wear Clark's Wallabees. I have wanted a pair of Wallabees for years but have never bought some.
