Not sure what you read but a swollen uvula is usually caused by a viral or bacteria infection or less commonly, uvulitis can be a sign of a serious allergic reaction. This may occur even if you do not have a prior history of allergy. If your have tongue or lip swelling, or if you have any wheezing or trouble breathing, these could be signs of a serious allergy, and you should see your doctor or go to the emergency room as soon as possible.
I have never seen or read any such cases of a uvula swelling up from dehydration. Some medical experts assume it can because the mucus membrane supposedly dries out and begins to become inflamed! Yes the other things that can cause it are chemicals like cocaine and many other types of drugs.
