I am going to attend my friend's wedding, and am gathering my attire. So far I have or decided to have:
1. a solid navy suit
2. white shirt with cufflinks
3. white pocket square

I wanted to have a tie and a lapel flower. What are your recommendations on the color combination of the two?

Tie to go with suit of your choice. No flower if you are only going to the evening bash, flowers should be restricted to the ceremony itself.

Not what your heading suggests.

White carnation, tie of your choice.

Another question: would it be out of place if I wore a cream waistcoat? The wedding is at 5pm in October, and the reception follows afterwards.

Don't bother trying to get too clever here. A dark blue / navy suit, white shirt and wedding tie are unimpeachable. You may not 'stand out' in a garish, attention-seeking way but that's not your job as a wedding guest. You will certainly get noticed in a more subtle way if your togs are well fitted. I wouldn't bother with the waistcoat.
