Shirts that fit decently well off the rack (male, ~28" waist, 40" shoulders & chest)

It's difficult for me to find anything that fits well off the rack. It's usually the waist that is very baggy because I have a small waist.
I was wondering if anyone knows of any broads that tends to make shirts (regular Tees, polos, dress shirts, etc..) that might fit my proportions off the rack decently well?

I've found Express and Hugo Boss to be the closest. The Brooks Brothers Milano dress shirt was also pretty close (but I still ultimately had to get it tailored around my waist).

I struggle to find shirts that are baggy in the waist and my measurements are *only* a 42" chest and a 35" waist--unfortunately most off the rack shirts are not designed for a large 'drop' between chest and waist measurements for men. You're likely better off finding your standard shirts which fit in the arms/chest/shoulders and have them taken in at the waist by a good tailor. Your only other option is to go made to measure or bespoke assuming you have the $$$ and time to do so.

Try Charles Tyrwhitt. I think they have a new super-slim fit shirt. If you are near one of their retail locations, you can try them on in-store.

CT shirts are incredibly uncomfortable in the sleeve. I found them very restrictive and they moved against me, not with me.

OP is better off going online MTM. Proper Cloth is great and reasonably priced.

Agree, custom shirts are the way to go here and not much more expensive than Brooks Brothers (for example) plus additional tailoring.
