Oxxford Suit Help. Do I require to size up?

Hi all,

Generally I wear 36 suit (my actual chest circumference is 36 inches) or skinny 38 (because of my slight muscular arms and chest) and at the moment I am attracted to one Oxxford's suit (Consul model?) in size 38.
I never had Oxxford before and I am very keen to have one since I found many good things on it.

The measurements written, in my view, are too small for a 38 (Armpit is 19.5 inches; Shoulder is 17 inches while the trousers are 30 inches waist).

Following that, I did my research on Oxxford' and found that normally it cuts 3 inches bigger in the chest (eg armpit 20.5 inches or 41 inches chest for a tag 38 suit) but also depending on the model.
My understanding from the research is that newer models are trimmer cut with 7 inches drop.

Manhattan, as the classic model, is cut 4 inches bigger in the chest, while Mason and Gibbons are trimmer, between 2-3 inches space in the chest with high armhole.

Based on your experience with Oxxford, would this suit fits me? (of course, I do not shy away from simple alteration as waist suppression and adjusting sleeve and trousers length).
Any experience with this so called Consul model?
Is Oxxford Suit designed for athletic build?
