It's basically a blazer coat (blazer with long skirt)A very weird design I agree. Indeed very technically proficient, like a true Victorian tailoring. But then you do you really want to look Victorian?

One could buy a used Ralph Lauren sports jacket from Ebay, have it altered & it would look just as good - and much cheaper than his bespoke numers
