update on the ottica/fedex customs situation, 

actually realized the fees are $36.90, not $9.90.

customs duty: $9.90
us food & drug admin processing fee: $20.00
advancement fee: $7.00 (???)

total: 36.90

will report back after i hear from fedex

I assume he bought eyewear which is regulated in the US, so sunglasses first go through the FDA. I had no idea there was a processing fee, though.
