Emperor Akihito. I like how his navy tie and suit have a richer, bluer tone than Sarkozy's suits, which are sometimes in a rather flat shade that's black or nearly black.

CSox I have looked high and low, and wasted much mula on blue suits, in search of that hue. The nearest I saw was a Canalli but it was slightly more washed out and didn't work.

Really? It's "Air Force Blue," the default iGent color. I have it (Minnis Fresco 0520) on a MTM Mashburn suit. That's the fresco option, but that shade is available in a ton of different weights and material combinations.

I find it wears lighter in natural light. However, there are shades lighter than that available from Minnis. Check both books I and II.

And yes, US Air Force. Sorry for the confusion :D
