Here are two that are both off of the radar.

don't go asking if the suit is bespoke or MTM. these guys have both been doing this before you were born.
both make full canvas. lots of hand work. and don't ask for a neopolitan shoulder either.
both should have good deals on fabric in stock.

Less than inspiring is an understatement (if not understatement of the year or even minute), PTVA. That website is complete and utter ****.

It's so bad it's almost "art house".
