Welllll... I hadn't noticed his apparent "excitement". Having had this rather disturbing aspect of the picture pointed out, I officially change my assessment to:

Given that he is at half mast at a playground, absolutely creepy. But I also have to say he's well dressed. Not my to my taste, and certainly not something that could be worn in a few decades, but he's well dressed nonetheless.
