In 5 you have to turn the power back on and get the system back to Defcon 5 to activate it I think. In Kino its in the projector room, so you'll need to link the transporter near the stage. I love raining down granades.

re: lag, here's a tip to get host more often: when you first log into multiplayer, go to options and hit back. It will list your connection speed: 10000 kbps is the max. If you don't have 10000, back out to main menu, go back into multi, recheck your connection. This number is used for the duration of your game session to determine host (ie, the game doesn't recheck when the host migrates). You pretty much need 10000 to get host.

I think it was an issue with Time Warner; I was back at my parents' place, and my dad's been having trouble with the digital phone and I couldn't stream a 1080p video from youtube or another video for my homework. He's calling the company to see what's up... might have to get a cable line relayed to the house.
