They basically told me to wait until he opens a return request. Should I respond to him in the meantime?
Good thing that he has a record. Maybe you can try to nicely ask him to provide some pictures, clarifying which is wrong with the tie and what he would like to do next. Maybe then you have an idea. Usually when you play nice and dumb, these guys quickly show their color
The last thing you could always tell him that you and eBay both knew his pattern. You will happy to provide a pre-paid return label and he'd better return the tie to get his money; or if something were to happen, you would report him to the local postal inspector, the local police in his area and also public online boards. This might not work with serial scammers as they've learnt that they're likely would get away, like 95%.
