It's an overcoat so cut big to go over suit jackets or sweaters, and then KS is a bit oversized intentionally on top of that. If you want it more fitted a 36 might work for you, at least if sleeves and length work. 38 will be more the intended fit (40 maybe too big if you're a 39).
