This. I'm pretty sure corrugated plastic isn't allowed for sanitary drains anywhere

Yeah it’s drainage. One of them is for drain tile (French drain) running at the footing of the foundation. The other is for the downspouts. Bad news if they back up all the way.

that corrugated pipe is junk but it’s cheaper and easier to install.
