In accordance with guidance from Yokohama City, the school has no choice but to move ahead with demolition."

Unfortunately, this happens a lot in Japan. There aren't many old buildings left. That's partly due to earthquakes and partly due to bombing in WWII, but a lot of it is due to deliberate demolition for redevelopment.

In recent years, the excuse generally given is that it would be too difficult or too expensive to retrofit the buildings to cope with new earthquake-resistance standards, and those excuses are somewhat valid. My parents-in-law had their house extensively reinforced a few years back and it cost a lot of money. Frankly, they could quite probably have built a new house for the amount it cost, as it involved taking off the interior walls and lifting up some of the floors and adding a lot of bracing.

It does result in some really lovely old buildings being lost, though, such as the Daimaru department store in Shinsaibashi in Osaka.
