I want to order a western shirt but since I live overseas and returning the item in case it doesn’t fit is mot an option, how accurate is the size chart?
Looks to me like a generic size chart and not actual measurements from the garment.
I would really appreciate some insight here

The measurements are garment measurements.
Are they accurate? for the most part, yes.
As long as you're willing to accept that there are manufacturing variations (tolerance).
This means that +/-1.5 cm difference in chest measurement is considered on spec.
This shouldn't be an issue unless you're in between sizes. Then, you'll need to decide if you want to go with the bigger size or the smaller size. For S&M shirts, I believe it's customary for people to go with the bigger size, taking into consideration the shrinkage factor and the fact that slightly bigger can be altered, while the other way around cannot.
