It's not. A maker can set a minimum recommended retail price (RRP) for a specific region/regions and demand that their retailers won't sell below this. It is however very illegal for a group of retailers to set up a cartel and price fix. People go to jail for that.
I've always wondered whether this sort of thing is a violation of antitrust laws. Not that I'm an expert in that field, nor would I actually do anything about it if I were. But an interesting phenomenon.
