Question - are the basic knee rip denim (with the single rip on both knees) 15.5"?

It's either 15.5 or 15. It's also stretch denim so you have to take that into account. I went true to my waist size for them as I do with all my 15.5 SLP and it fits more or less the same.

I got to try on these jeans in size 31 and they fit in the waist but were really sausage-casing tight in the thigh.

For those who own the 98/2 cotton/spandex denim - does it stretch with wear?
Any advice as to whether I should size up to a 32 or 33?
How should I ask to have the waist tailored to preserve the details of the jeans?

Correct - you need to size up at least 2 unless you want to look like sausage skin legs!
