Either/or. It can depend on your body shape. If you have narrow shoulders and tiny girlish waist, you might be most comfortable in a 42" chest for your chest that measures 40" around. If you have (or like) broad shoulders and big old man gut, you might want 44" for your 40" chest since more around the chest will look better with the wide shoulders and expanding waist. So it can be about what's in proportion to the other dimensions of your jacket and body. It can also depend on your personal preference. Some guys like them really slim, others like them really loose. It can also depend on the purpose. I have a 39-40 chest and wear 42 to 44, with 43 and 44 in heavy jackets that might go over sweaters and dress shirts and t-shirts, and 42 in summer jackets that go over only a dress shirt. EDIT: If it's related to jackets you are selling, then you should measure the jacket's waist - across the top (on 2B) or middle button (on 3B). Like this: http://www.styleforum.net/showthread.php?t=1463 The jacket waist usually equals the tagged size. If you have a 44 chest and a 41 waist, that's probably best described as a 41 -- unless it is a heavy tweed, to be worn over many layers, in which case it's probably best described as a 40. A slim 40, on the other hand, might be 42 in the chest and maybe 39.5 in the waist. A lot of sellers do not deal in odd sizes, though, so a 44/41 might also be listed wisely as a full 40 or a slim 42. You'd want to look also at the sleeve length and shoulder width and overall length to get the best guess at a tagged size, but chest / waist works pretty good and is quick enough.

Then theoretically you would wear a size 42 jacket, which would generally measure around 46 inches around the chest. That said, RTW sizing is all over the place.

I measured by the A harris guide and i measured the waists as well. It looks like i guessed on the size pretty well.

thanks
