We also do it mostly outside of the country (e.g. Cuba) and we do it mostly to foreign nationals.

Of course. We do it much elegantly, trading privacy and liberty in the names of security.
And one thing that's very different in terms of governance; Chinese people had the bad habits of taking down establishments, 3.5 times in the past century. Anglo-American people are not known for revolutions and tend to tolerate more pain than, say, the Russians or the French.
