My wife says I can wear a tie with a button down shirt. I think it might be to informal. What do you guys think?

Yes—it is an American thing so it might be unusual outside North America but in the US there is an established tradition of wearing ties with button down collars.

The equivalent of wearing loafers with a suit.
Near equivalent, not quite the same. My father, who worked in conservative business settings through the 80's and 90's, told me that you'd be sent home to change if you came to work in brown shoes or loafers. He would wear button-collar dress shirts at times, so I'm assuming they were acceptable.

It might be OK but that doesn't mean that the collar won't look like crap unless you have a taut neck with ZERO hint of a double chin or relaxing skin of aging. Also the collar must be the right size and not at all undersized. Button downs with tie very readily ending up making you look like the guy that HAS to wear a shirt n tie instead of want that cares about proper dress. And then after all is this is done right you look underdressed if you are the only one in the group in a button down.

Very preppie Northeast/Main Line style, often with trad Brooks Bros or Paul Winston or Andover sack suits. A vaguely “athletic” look originating on the polo grounds. Favored by men who own sailboats with two masts and commute into North Station but avoid the North End where those Italians put oil on their food and in their hair.

Never done in Europe.

Of course there is always an exception.
