Need Help with Sizing for Barbour Beaufort jacket

How to measure jacket size on ebay
On ebay, when a seller says that a jacket has, for example, a 42" chest and a 40" waist, how is that measurement taken? On the wearer? Lying flat on a table? The inside of the jacket? Apologies if this is a dumb question.- Mentos
