    A brand called "Mocassinis" ("loafers" in Italian) makes a loafer where the vamp is relatively short and the rise low; I guess they might impinge on the base of the neck of the foot less? Just speculating. I have a pair and they seem nice for the price. They are a rather narrow, FYI.

    Jeans and Chelsea boots, to me, are more mid-season than tropical. Have you considered trousers in a lighter weight and colour? Unlined loafers? Espadrilles?

    It looks like a dinner jacket (i.e., the top part of a "tuxedo", a.k.a. "black tie" outfit). I would wear it with a standard pair of black tie trousers: black barathea with a stripe down the side.

    Remember that the fly of the original tux your piece comes from most likely was a button fly. The elasticated tab was buttoned, to one of those to keep it from riding up.
