Believe in years past it used to be done around in places located in the tropical regions of the world (e.g., Jamaica, Bermuda, etc.). Not an accepted look for North America, where shorts are regarded as casual dress!

I would never do such a thing. It somehow reminds me of a terrible school-uniform.

And yeah blazer with shorts is almost as bad as woolly scarf with a singlet/tank top. Want to scream "Are you cold or are you hot? Make up your damn mind!"
