It's correct but its usage is awkward. It is usually recommended that "which" be employed only for non-restrictive clauses.
By whom? I see this but it's an exemplar of some of the problems associated with prescriptive grammar. "That" has too many ellisions and meanings and sounds equally awkward in some sentences (see here). Normative grammar was pretty much dealt the death blow by Chomsky before both of us were born. In this case, though, I'll oblige. It does sound odd.
