I believe it would work if you are young, but it would look stupid if somebody over 45 year old to wear such a combination.

I have no idea where I'd wear an outfit like that .. a dance club, I guess?

It would be allowable if you were wearing it over a nice white collared shirt, while hiking up said distressed pants, while running down the hallway of a luxury hotel, while being chased by a scantily clad super-model throwing high-heeled shoes your direction.
