Confused about sizing, IH & UB

Hey, I am trying to find my size in the IH XHS 25oz devils fit.

I got a pair of unbranded 201 (tapered) which is a little tight in size 31", but when I measure them lying flat, like Rue+State measures jeans, I get to 17", and times two, thats 34", thats a totally different number I find on any place that sells UB.

So my question is, do I really use a size 34"? I have never purchased jeans over 32" waist size before..

I am 1.79cm and about 77 kilos.

What size should I buy the devils fit in?

UB 201 runs a bit large in my size of 30"x33"...I work out so skinny waist but larger thighs but still it fit a bit loose.
