You could definitely do that in the DC-Metro area. I would think that living out in the Arlington, Annandale, Falls Church, or even the Fairfax areas would make it a lot more manageable than in some of the more desirable areas of DC. However, those aforementioned places are kinda boring, but the Metro system is very good; you can almost get anywhere.

As for Paris, I had a friend who was working at American Embassy living on about that much 3 years ago. He rented a room for under 600 euros on Rue Kleeber. As a recall, he had a view of the Trocadero from his room...which was literally the size of my closet.

NYC on $1100/mth will be very difficult, even if renting a room - Manhattan at least. Maybe you could find a decent deal in Queens or even the Bronx. If in the Bronx, or maybe Washington Heights you'll have a chance to practice your Spanish. Actually, Washington Heights might be a decent compromise. But if in Manhattan below 125, don't count on having money to do very much. Then what's the point?

Well, this isn't a vacation or anything. It's the start to my career, and as such, that will be the most important thing involved in any decision.
