HELP!! What are these bumps on my dress shoes?

Hello everyone, I have an issue with my dress shoes that I have never experienced before and was wondering if anyone has had this happen before and know what is going on and possibly provide a solution.

I was polishing my dress shoes and I accidentally bumped off my cup of water onto my dress shoes. Almost immediately, bumps started to form on the leather. I have tried searching everywhere on the Internet for this phenomenon and have found nothing. Here's me hoping that someone here knows what's going on.

As a little background on myself and my pair of shoes. I'm not exactly new to leather shoes or leather shoe care. I have worn and polished leather shoes for the past 6 years of my life. I've become quite proficient at polishing my shoes with wax polish. And like any other member on the forum, I appreciate a nicely polished pair of dress shoes. The shoes that I've attached the picture for is a pair of ~$100 Aldo dress shoes. Before you get all uppity and tell me that Aldo doesn't produce shoes with the bestquality, I am fully aware of that. I would too love a $300+ pair of dress shoes, but seeing as how I am a modest university student, I can't splurge as much as I want. So if anyone can help me out, it would be much appreciated. In addition, if you know a reputable brand with dress shoes affordable for students, feel free to share (however, the pressing concern is the bumps). Also, do keep in mind I live in Canada (Toronto).

The picture is not super clear. Turns out I also don't have the best camera in the world. Haha.

Thanks a lot :)
